The incident occurred on Wednesday evening at the Red Shoe Island Bistro, a trendy island hotspot. Local police were dispatched to the scene at 8:47 pm, where they found Phelps’ black Hyundai SUV wedged into the restaurant.

According to a police report obtained exclusively by DailyMail.com, both Phelps and his girlfriend, identified as Jaylese Burse, were uncooperative with officers and had to be identified by witnesses. Police bodycam footage revealed Phelps appearing drunk and confused, struggling to answer basic questions about his whereabouts and personal belongings.

The NFL player consistently disobeyed police orders and appeared to slur his words during questioning. While he eventually agreed to voluntary field sobriety tests, he was reportedly rebellious throughout the process.

During his transport to the Monroe County Detention Center, Phelps reportedly complained about his arrest, made various odd statements, and even urinated on himself while seated in a chair. The police report noted his erratic behavior, including comments about the arresting officer’s ethnicity and concerns about his treatment.

Phelps, who signed with the Browns as an undrafted free agent in 2023 after playing for the University of Kansas, is now scheduled to appear in court on July 7. The incident marks a significant setback for the young player, who had yet to play in any regular season games during his rookie year.
