Nigerian drug enforcement agents arrested a Mexican national described as a methamphetamine kingpin at Lagos airport as he tried to flee the country, and separately dismantled an industrial scale meth laboratory in southeastern Ebonyi State, the National Drug Law Enforcement Agency said Tuesday.
Agency spokesperson Femi Babafemi identified the suspect as Arturo Carrera Loaiza. NDLEA Chairman Brig. Gen. Mohamed Buba Marwa said the arrest followed months of investigation into a wider transnational network behind a string of clandestine drug laboratories uncovered across Nigeria this year.
It marks the third major operation the agency has carried out against the network in 2026, following arrests in Ogun and Oyo states earlier in the year.
What We Know So Far
Marwa said operatives arrested three Mexican nationals and seven Nigerian collaborators at a forest hideout in Ogun State on May 16. On June 17, agents arrested another Mexican national, 56-year-old Jose Villa Ochoa, along with four Nigerian collaborators at a clandestine methamphetamine laboratory hidden in a forested part of Tapa village in Oyo State’s Ibarapa North Local Government Area, where field tests confirmed large quantities of methamphetamine and precursor chemicals.
Investigators said their probe into the Oyo State arrest revealed Ochoa had been recruited into Nigeria by Loaiza. Working with international partners, NDLEA investigators obtained a photograph of Loaiza that Ochoa positively identified as the man who recruited and moved him into the country. Intelligence further showed Loaiza entered Nigeria on June 10 alongside another Mexican national, Jose Ceballos Perez.
Agents tracked and arrested Loaiza on August 19 as he attempted to leave Nigeria through Lagos airport. During interrogation, he claimed a Nigerian contact identified only as “Henry” had invited him to the country under the guise of a restaurant business venture, and denied any knowledge of methamphetamine manufacturing or involvement with the Tapa village laboratory. Investigators said they recovered images contradicting that account, showing Loaiza wearing a blue laboratory coat and standing among equipment consistent with methamphetamine production. Location metadata embedded in those images led agents to a property under construction in Isiata Ugoni Okposi, Ebonyi State.
Agents raided that Ebonyi State property on August 30, linking it to a man identified as John Samuel Ivo Okike. Interviews with the site’s engineer and caretaker revealed a suspicious temporary structure built over the septic tank area at the rear of the building, along with persistent strong chemical odors from the premises. A CCTV memory card recovered from the site showed a foreign national in a blue laboratory coat matching Loaiza’s image, along with repeated appearances by Okike. Footage captured around 9 p.m. on August 21 showed chemicals and laboratory equipment being moved out of the property, with Okike seen directing the relocation alongside others assisting him.
Acting on further intelligence, agents traced the relocated materials to an isolated house in a neighboring community, kept under the custody of a man identified as Nwanja Obasi. A raid on that location recovered a substantial cache of methamphetamine related chemicals and equipment, including a dehydrator containing a white cloth sieve embedded with loose methamphetamine, three additional empty dehydrators, 442.8 kilograms of acetone, 37.1 kilograms of toluene, a 20 kilogram acetone and bromobenzene mixture, 1.7 kilograms of ethanol, 5.1 kilograms of chloride salt, 31.5 kilograms of hydrochloric acid, 200 kilograms of P2B, one kilogram of tartaric acid, condensing units, a fabricated reaction pot, weighing scales, mixers, drums, gas burners and a blue laboratory coat matching the one recovered earlier.

Marwa said the recovered evidence, combined with the CCTV footage, forensic analysis and eyewitness accounts, had significantly strengthened the case against everyone connected to the network. “Nigeria will not be allowed to become a haven for transnational drug cartels seeking to relocate their laboratories from other jurisdictions into our forests and rural communities,” Marwa said, adding that the string of arrests in Ogun, Oyo and Ebonyi states demonstrates the agency’s intelligence and forensic capabilities are a match for the syndicates.
Marwa commended officers from the agency’s Special Operations Unit, Strike Force, Forensics division and the Ogun, Oyo and Ebonyi state commands for their work on the three operations, and said the agency would continue pursuing every lead until the full network, its financiers and its local enablers face justice. The agency renewed its call for Nigerians, particularly those in rural and forested communities, to report suspicious activity, unusual chemical odors or unfamiliar structures through its toll-free line or by email.

It remains unclear how many additional suspects, including the Nigerian contact identified only as “Henry” and the other Mexican national who entered the country with Loaiza, remain at large.
