Puerto Rico Boat Capsizes After Machete Attack; 2 Dead

A makeshift migrant boat capsized in open waters near Mona Island, west of Puerto Rico, after a violent machete attack broke out among those aboard, leaving two people dead and several others missing as the U.S. Coast Guard continued searching Monday evening.

Survivors told Coast Guard personnel the boat capsized around 11 p.m. Sunday after people suffered severe machete injuries during an onboard altercation, forcing others to jump into the water without life vests in an attempt to swim to Mona Island. Survivors reported an estimated 60 people had been aboard when the boat went down, spending more than 12 hours in the water before being spotted.

The Coast Guard said at least 40 people had been rescued as of Monday, with the search continuing for those still unaccounted for. The rescue operation began around noon Monday after the crew of the motor vessel Tripiti reported to Coast Guard Sector San Juan that it had pulled four people from the water about 10 nautical miles off Mona Island, a small, uninhabited island between Puerto Rico’s main island and the Dominican Republic.

What We Know So Far

Coast Guard officials have not released the identities or nationalities of those rescued, killed or still missing, nor confirmed where the vessel departed from or was headed. A Coast Guard spokesperson said she did not have that information available.

Search units involved in the operation include Coast Guard Sector San Juan, the Coast Guard Cutter Joseph Doyle, Air Station Borinquen, Air Station Miami, Puerto Rico Police’s Joint Forces Rapid Action unit, U.S. Customs and Border Protection’s Air and Marine Operations, the Dominican Republic Air Force, and Puerto Rico’s Department of Natural and Environmental Resources Ranger Corps. The Coast Guard said the search remained ongoing as of Monday evening and asked anyone with relevant information to contact its Sector San Juan Command Center.

Monday’s incident is the latest in a series of deadly voyages along this route; in June 2022, 11 Haitian girls and women were buried in Puerto Rico after a grossly overloaded boat capsized in open waters northwest of the territory.

The crossing attempts continue despite escalating instability in Haiti, where gang violence has displaced a record 1.5 million people nationwide, and more than 3,050 people were killed between January and June, according to United Nations statistics. Armed groups control an estimated 70 percent of Port-au-Prince and large areas of Haiti’s central region and beyond, conditions that continue to drive migration attempts even as sea crossings remain extremely dangerous. Just last week, police in the Turks and Caicos Islands detained a makeshift boat carrying 60 Haitian migrants, and in June, authorities detained another 240 migrants from Haiti near the archipelago.

The Coast Guard’s Mona Island rescue operation falls under its broader Operation Vigilant Sentry, conducted alongside Operation Bahamas, Turks and Caicos partners, which maintains continual air, land and sea presence across the Florida Straits, Windward Passage, Mona Passage and Caribbean Sea. The multiagency effort is designed both to protect life at sea and to prevent unlawful maritime entry into the United States and its territories.

What Happens Next

Search and rescue operations are continuing for people still missing from Monday’s capsizing, with multiple agencies from the U.S., Puerto Rico and the Dominican Republic involved. The Coast Guard has not indicated when the search is expected to conclude or provided an updated count of those unaccounted for.

Given the recurring pattern of migrant vessels capsizing along the Mona Passage, continued search and interdiction operations under Operation Vigilant Sentry are expected as migration attempts from Hispaniola persist amid Haiti’s deepening security and humanitarian crisis.
