National groups and billionaire donors, including TikTok investor Jeffrey Yass and Betsy DeVos-funded organizations, poured millions into the campaign. The Texas Public Policy Foundation, founded by conservative donor James Leininger, has been instrumental in pushing for vouchers since 1989.
