Police justified their actions by citing past protests that turned chaotic. Rusoke explained, “Organisers are calling people to occupy every street of Kampala. Who on earth can allow such recklessness!”

North Carolina Wildlife Rescue Commission Law Enforcement units also arrived at the scene, where they discovered “three victims in the water.”

After it was determined that Chelsea and her child had died, rescue units remained at the scene “for several hours, assisting law enforcement with the investigation, and providing high angle rope work for the recovery.”
